They might not send someone because they care about Starscream, but they might send someone to prevent the continuing existence of Scientists from being discovered. Because if the Deceptoicons learn that Starscream is a Scientist, Megatron might decide to hunt down others.
Although, in that case, the Scientists might send an assassin. Perceptor can hit a target 2,000 miles away, right?
The reactions would be fascinating. They may decide to just allow Soundwave and Blaster to join and not recognise the Cassettes as official Cybertronians.
What would the Cassettes be considered? Pets? Drones? Would Blaster and Soundwave really want to actually join their chosen sides if their Cassettes aren't recognized? Maybe they should just cut and run. Steal a ship. Crash land on Earth before the Ark was even designed?
