This would be a good thing for Perceptor to say, I think. Though I've always seen him as a kind of Seer, so either he's invented a lot of the future or he's lying.
Maybe when Perceptor sees the future and something bad is in store he lies about it to everyone else, and then locks himself in his lab and reinvents it.
