Megatron's "Evil Plan Of The Week" requires securing the willing cooperation of a human who would not be amenable to bribery or promises of ruling what's left of the Earth once the 'Cons are one with it. Conditions for blackmail or outright coercion are not optimal, so the decision is made to try to seduce said human...literally.
It could be by android drone or holoform or (Primus have pity on them) mind transplant into a cloned/synthoid body, but some poor Decepticon must puzzle his way through human culture/dating conventions/attraction standards to try to make this person fall in love with him...on HUMAN terms. ;)
